Wyoming has the best, and New Jersey has the worst, tax systems when it comes to "business friendliness," according to the recently completed 2009 Index, a ranking of the 50 state tax systems. Published yearly since 2003, the Index ranks states based on the taxes that matter most to businesses and business investment: corporate, individual income, sales, unemployment and property.

The bailout bill signed into law today (HR 1424) will unlikely solve this country's financial woes. To begin, it "does not address the pubic policy problems which led this crisis-things like government forcing financial institutions to give home loans to people who could not afford the payments." To make matters worse, the bill "essentially nationalizes the mortgage market and gives the Secretary of Treasury virtually dictatorial power over much of our economy."

On Sept. 26, SCPC president Ashley Landess, Gov. Mark Sanford and House lawmakers conducted a statewide tour to promote on-the-record voting in the General Assembly. During last year's legislative session, a recent SCPC study found, 95 percent of the time legislators passed a law using anonymous voice votes. This secrecy prevents citizens from knowing how their legislator voted and reduces accountability. Bills have been introduced that would require on-the-record voting.

This scientifically representative poll of 1,200 likely Maryland voters measures public opinion on a range of K-12 education issues. Two messages emerged: Marylanders say they are not familiar with various school choice ideas and reforms, and a second finding indicates that choice is not a partisan issue among Maryland voters. To date, nine state school choice surveys have been conducted; they are available on the Friedman Foundation website.
