The state government of Iowa, its 99 counties and more than 900 cities spent just over $17.5 billion collectively in Fiscal Year 2007. That equals $5,879 per resident. Another toll-road myth - that governments can access cheaper infrastructure financing than the private sector - has been demolished. Georgia's Legislature has passed and the governor has signed innovative health care legislation. Specifically, the new law makes high-deductible health plans paired with Health Savings Accounts more affordable for Georgians. HDHP's are health insurance plans that offer consumers lower premiums and higher deductibles than a traditional health plan. HSAs are accounts that consumers set up to set aside tax-free money for future health expenses.

Federal law requires metropolitan planning organizations, in urban areas of 50,000 or more people, to write long-range transportation plans. They're to revise or update those plans every four to five years. In a review of more than 75 of the nation's largest metropolitan areas, virtually all of them fail to follow standard planning methods. Ideally, the federal government shouldn't fund local transportation or dictate local transportation policies.

The cost of government is soaring. However, streamlining can bring expenses in line with revenues. In 1984, the report cites, New Zealand initiated privatization of national and regional services to forestall national bankruptcy. Workers in transportation were reduced from 5,600 to 53; in forest services 17,000 to 17; and in the national Ministry of Works from 28,000 to 1 - all with no loss of service or safety to the public.
